Dr. Francis Jesmar P. Montalbo

Dr. Francis Jesmar P. Montalbo is a highly accomplished researcher and scientist specializing in machine learning, deep learning, artificial intelligence, computer vision, data science, biomedical engineering and health informatics. He completed his Doctorate in Information Technology with the highest honors at the Technological Institute of the Philippines – Manila and also holds a Master’s degree in Information Technology from Batangas State University.

Over the past decade he has pioneered several lightweight deep learning architectures — including SWAT‑DCNN, MFURE‑CNN and DenseNet‑Tiny — which are widely cited for their efficiency in medical imaging. His groundbreaking research on knowledge distillation and diagnostic tools has been published by Springer, IEEE, Elsevier, Hindawi, Frontiers, MDPI and more. He actively contributes to the fields of computer vision, biomedical signal processing, speech recognition and AI ethics.

As an Associate Professor, Research Scientist and Software Engineer at Batangas State University’s College of Informatics and Computing Sciences, he mentors emerging researchers and fosters collaborative learning. He is also a peer reviewer for Elsevier, Springer, ACM, Taylor & Francis, PLOS ONE, Wiley, IEEE, Frontiers Media and Hindawi, and serves as associate editor for a university‑based research journal in the Philippines.
